          suggested the need for a clarification.  You note that the
          statement, “Within twenty-one (21) days after the expiration
          of the Approval Action Community Forum, the GNSO Council
          will...” is inconsistent with the 14-day deadline for a
          Council meeting and decision in the timeline.  The reason for
          the discrepancy is that it is expected that the Council
          decision would take place within the 21-day period, but not
          later than 21 days.  In order to ensure the Council’s timely
          decision a meeting is scheduled in the timeline at the
          earliest possible time – at 14 days – and a decision is taken
          accordingly.  However, it is possible that a meeting and
          decision could occur later than 14 days, but still within the
          21-day period.

                covering note or additional comments that flag this
                issue of whether a Council meeting to address an EC
                responsibility is policy-related or administrative for
                the purposes of the GNSO Operating Procedures rules on
                notice of Council meetings. </p>
