The reason for my change in the 3rd point is the possibility that the WG could stipulate something not covered by the 2013 RAA. If the WG were to do that, the key issue would be when the WG's decision would come into effect, as it would not be possible to have two contradictory policy statements at the same time. The when question is possibly better in addition to, rather than instead of the 3rd point. An early morning meeting (7am) will indeed not create that enthusiastic environment and most probably we will miss good participants (=volunteers) to work on this WG. Having been involved in the charter drafting team already I have to state the very low number of participants in that team. I?m afraid we will miss the best opportunity. My proposal would be to try to make announcements around the whole ICANN 48 meeting and start ?lobbying? for participants. Myself, I?m a candidate to join that WG. See you around these days in BA.
