Thank you for that.
 
The reason for my change in the 3rd point is the possibility that the WG could stipulate something not covered by the 2013 RAA. If the WG
 were to do that, the key issue would be when the WG’s decision would come into effect, as it would not be possible to have two contradictory policy statements at the same time. The when question is possibly better in addition to, rather than instead of the
 3rd point.

I am in favour of the changes and have two suggestions for bullet points on p.4:
 
I think the second one should be split into two questions:
Orig. Should translation/transliteration of contact data be mandatory for all gTLDs and all registrants or only those based in certain countries?
 ->

Is the third bullet point actually better replaced by something like “When should the WG’s recommendations come into effect?”?
