They got back to me with the following: "Translations are not billed per hour, but per word. When a document is submitted for translation the material is assessed, one of the pieces of information we get from this assessment is the word count which allows us to estimate the time needed for delivery and, of course, the cost for the project. However, when the document or text to be translated represents less than 100 words, then the cost applied to the project is the ?minimum cost?, and that is anywhere between $25 to $75, depending on the language, for any document of 100 or less words.? I hope this is useful as a ball park figure. Very best. It is consistent with what I had thought. As suggested, I attach herewith a modified review tool v7. My comments relate to lines 6, 14, 40, 50, and 72, and a spelling error correction in line 67. I felt the existing comments under WG Response for these lines needed further clarity and I have inserted some text in CAPS (also change tracked) in the attached copy for your/WG's consideration. Whilst having missed the benefit of discussions on lines 22, 74, and 75 from today's call, in principle I am in agreement with the stated WG Response for line 22. I disagree with the call for mandatory transformation in line 74 and view IPC's comment in line 75 as a possible way forward but in respect of totally voluntary transformation by registrar or registrants. I am of course guided by the technical viability of such proposal. That's it for now. PAscal Haddad:Hello Glen de Saint Gery:welcome Pascal! Lars Hoffmann:Hello everybody. Chris Dillon:Hello everyone Pitinan Kooarmornpatana:Hi everyone :) Petter Rindforth:Hi there! Amr Elsadr:Hi all. Glen de Saint Gery:Welcome Amr! you missed the roll call but you will be on the attendance list Amr Elsadr:Thanks Glen. Apologies for being late. Amr Elsadr:Can the document on the screen please be desynched? Peter Green (CONAC):Hi, all, sorry for being late here Amr Elsadr:@Chris: It'd be helpful if edits in the final draft are red-lined. Amr Elsadr:Thanks. Petter Rindforth:I see 39 - 46 Amr Elsadr:So do I. Amr Elsadr:Text is a little small. Amr Elsadr:If the document is desynched, folks can zoom in and out according to personal preference. :) Lars Hoffmann:amr. i am happy to un-synch. but then we won't see what chris sees. i have just sent the document to the list again so you can open it in parallel too. hope that is a good compromise? Lars Hoffmann:done :) Amr Elsadr:Thnx. :) Amr Elsadr:It'd probably also be a good idea to provide a link to the initial report with the comment review tool, so that folks can cross check the comments submitted against the initial report. Amr Elsadr:There is a conflict between numbers 74 and 22. Petter Rindforth:and what about 75 vs 22 ;-) Amr Elsadr:To be honest, not sure what to make of 75. Recommendations made by the EWG are not binding. :) Petter Rindforth:ok, thanks Amr Elsadr:They are still subject to a post-EWG PDP. :) Amr Elsadr:@Jim: Certainly agree. Just wondering if we can also somehow address the IPC's concerns. Amr Elsadr:We could have a clear recommendation stating that this should be included in the issues report for the post-EWG PDP. Jim Galvin:+1 to Amr Amr Elsadr:@Petter: I hope that helps, even if just a little. :) Chris Dillon:https://community.icann.org/download/attachments/52894856/T%26T_Amended_DraftWorkPlan_2.doc?version=1&modificationDate=1427670057000&api=v2 Petter Rindforth:Amr, well it's at least something + Amr Elsadr::) Amr Elsadr:I won't make the 14th of May meeting. PAscal Haddad:Can;t we have sample of the data ? with PAscal Haddad:all languages PAscal Haddad:and PAscal Haddad:is PAscal Haddad:data cleaning PAscal Haddad:part of the PAscal Haddad:transliteration PAscal Haddad:? Amr Elsadr:Some examples posted here: https://community.icann.org/display/tatcipdp/5++Examples+of+Addresses Amr Elsadr:Unfortunately, Arabic not included. :) Amr Elsadr:Multiple languages use Arabic script too. :) Amr Elsadr:No vowels in Arabic. :) Amr Elsadr:We use tashkeel, which serves the same purpose. PAscal Haddad:but i think PAscal Haddad:it s mostly PAscal Haddad:about PAscal Haddad:standardizing names , areas PAscal Haddad:and cities PAscal Haddad:etc.. PAscal Haddad:like PAscal Haddad:you can write PAscal Haddad:Mohammed PAscal Haddad:or Mohammad PAscal Haddad:or Mohamad PAscal Haddad:or Mohamed PAscal Haddad:etc.. PAscal Haddad:you are totally right for example Lebanon PAscal Haddad:is a country in the Middle East PAscal Haddad:and exists Amr Elsadr:@Pascal: Yes, we explored such issues. What could also be confusing if the same person tranliterates his/her name differently when registering domain names with different registrars making cross referencing problematic. One of the many reasons using the original script/language is easier. PAscal Haddad:as areas PAscal Haddad:in the US Pitinan Kooarmornpatana:thanks Amr Elsadr:Thanks all. Bye. This work was done by EUROSTAT, within the framework of the activities developed by the OECD Task force on Patent Statistics, in close collaboration with the European Patent Office (EPO) and PATSTAT, the EPO's Worldwide Patent Statistical Database which contains bibliographic data, citations and family links of about 70 million applications of more than 80 countries. I would like to suggest that we just postpone everything by one week. That would mean we would circulate a draft final report on 14 April. Before our next meeting, please make sure you are happy with the workplan and check whether you have final amendments for the comment review tool (see the URL below for both). So far no submissions have been made. If there aren't any by the end of next week's meeting we will assume that everyone is OK with the comments. https://community.icann.org/display/tatcipdp/2+April+2015 For those of you on holiday, enjoy it! I have one comment related to point 50, where I believe we can use the EEE-PPAT database (ECOOM-EUROSTAT-EPO PATSTAT Person Augmented Table) in order to harmonize names and even Company names. The database and the methodology (algorithm) can be used free of charge. Kind Regards, Pascal Haddad -------------- next part -------------- An HTML attachment was scrubbed... We discussed the public comment review tool for one of the last times. Please find a new version of it attached to this email. Note especially lines 22, 74 and 75 and various other additions as a result of Justine's and Pascal's suggestions. There are new columns asking whether you agree with the comments and responses. Please fill this in and return to the mailing list by 24:00 UTC on Wednesday 15 April. This will help us locate areas of difference in the group. We also discussed the work plan: Four meetings (16, 23 and 30 April and 7 May) and submit on May 11 Or, if this does not work for some reason, add meetings on 14, 21 and 28 May, and 4 and 11 June and submit on June 14. This discussion included some ideas for the final report, which is attached to this email: - The final version is based on the initial version and include the final version of the comment review tool and a link to the final version of the initial report. Early versions of the final report will indicate non-formatting changes. - Pink in the draft means "unfinished - we need to discuss it". One example of its use is on language interfaces for the Whois replacement. Currently we have that the interfaces should be "in as many languages as possible" but we know there are legal issues with this wording. If you know how to fix pink areas, please send text. I've also used Pink on the initial draft of the other recommendations that the report includes. Possibly they should be in a separate document as much work needs to be done, but including a broken draft of them may save a little time. Incidentally there was a detailed discussion of the necessity to identify language and script of data, possibly by tagging. This is another area which is likely to require further work. Chris Dillon:Hello all! Nathalie Peregrine:Hello everyone! Sara Bockey:good morning...or good evening as the case may be Wen Zhai:Good evening! Lars Hoffmann:hello everybody. Jim Galvin:Jim listening via computer. On hold with the phone. Jim Galvin:Now on the call. Nathalie Peregrine:Rudi Vansnick has joined the call Pascal Haddad:Hello all Lars Hoffmann:i am trying to upload the document. but i am having issues with the ac room. one second. Peter Dernbach:Hello all. Nathalie Peregrine:Peter Dernmbach has joined the call Rudi Vansnick:sorry being late, adobe connect troubling here Amr Elsadr:Apologies about being late. Just got off another call. Nathalie Peregrine:Chris, you now have control Nathalie Peregrine:Ubolthip Sethakaset has joined the call Amr Elsadr:Q25 can be addressed if this WG makes recommendations on what should be in scope of other PDPs. Justine Chew:@Chris, same goes for line 27: should be "response" rather than "comment"? Amr Elsadr:I believe this is also out of this PDP's scope. We should recommend it be picked up by another. Amr Elsadr:As something we've identified. Nathalie Peregrine:Peter Green ha sjoined he call Peter Green ?CONAC?:Thank you? Nathalie, sorry for being late Amr Elsadr:@Jim: Had we discovered this early enought, we could have requested that the chartering organization (GNSO Council) add this as within scope of this PDP. Justine Chew:I agree that we should comment wherever possible., but in relation to line 36 there is a misconception that this WG is supposed to determine who should bear the burden of transformation. That's not the case, the remit of this WG to identify who should decide who should bear the burden. Jim Galvin:@Amr: interesting process discussion. Have to keep that in mind for future work. :-) Amr Elsadr:@Justine: +1. There is confusion on this. :) Amr Elsadr:@Jim: Sorry 'bout that. :) Justine Chew:Comment 38 is the same as comment 25. Amr Elsadr:Where are we right now? Amr Elsadr:Thanks. Sara Bockey:This goes to the "as many languages as possible" - so that is why no. Justine Chew:@Sara - I believe we are still grappling with "as many languages as possible". Amr Elsadr:This recommendation is specific to the field names, not the data in them. Amr Elsadr:Makes transformation much more straight forward. Sara Bockey:yes, once defined, it would be easier to agree Justine Chew:@Amr: +1 Amr Elsadr:@Lars: A lot of noise on your end. Rudi Vansnick:difference to be made : field names database <> field names in registartion application Lars Hoffmann:just wondering whether we could recommend to number the fields. and then have a fixed order ot field names. each number corresponding to one specific field. the lanuague would then not matter. Amr Elsadr:@Rudi: Good point. Justine Chew:sounds complicaed Lars! Justine Chew:*complicated Rudi Vansnick:in general i think it is important to make clear field names we are considereing are not the ones in the apllication form (online registrar services) Jim Galvin:@Lars - that's an implementation choice. Justine Chew:@Jim: +1 Peter Dernbach:+1 @ Lars. Justine Chew:@Rudi: good point Amr Elsadr:@Rudi: In principle, I would leave the service provided by registrars in their own interface as their own decisions. No need to get into that. In any case, this is also related to tagging or identifying the fields, which should be part of the scope of another PDP. Rudi Vansnick:@Amr: agreed Amr Elsadr:This is the problem with the comment review tool. We only see things in pieces, not the whole picture. :) Amr Elsadr:@Justine: But agree that this is out of scope. :) Pascal Haddad:I prefer to write Pascal Haddad:because my mic is not working properly Pascal Haddad:so Pascal Haddad:for transliteration Pascal Haddad:I still think Pascal Haddad:that Pascal Haddad:the experience Pascal Haddad:done by Eruostat Pascal Haddad:for PAtent database of more than 80 countries Pascal Haddad:for transliteration Pascal Haddad:of names Pascal Haddad:and company names Pascal Haddad:can be used Pascal Haddad:https://www.ecoom.be/en/EEE-PPAT Pascal Haddad:pls check this link Petter Rindforth:Sorry, have to leave for another meeting. I'll file comments to the list. Justine Chew:I'm not objecting to us providing learned comments, I was inquiring after our approach to closely related comments (IMHO) then we should be consistently giving a proper response and not just say "outside our scope" to one comment but not to another closely related comment. Amr Elsadr:@Justine: Agreed. Chris Dillon:@Petter Thank you Justine Chew:Comment 54, 55, 56 are all operational issues? Rudi Vansnick:seems to me that i would not allow some one to translate my name without my consent ! Rudi Vansnick:i agree with Amr Pascal Haddad:I think there should be a recommended Pascal Haddad:transliteration Pascal Haddad:which can be edited Jim Galvin:@Amr +1 Amr Elsadr:"Want to use" indicates willingness, not a mandatory policy. Jim Galvin:Think about anti-abuse requirements. Could a registrant be called out because of a dubious transliteration? Amr Elsadr:Lets not forget that this entire policy is based on a desire to shift transaction costs from whois users to others. We can't recommend a half measure that may create liabilites for registrants or contracted parties. Pascal Haddad:I am sorry Pascal Haddad::) Amr Elsadr:Thanks all. Bye. Justine Chew:Thanks Chris. You better get going. Amr Elsadr:@Chris: If you insist. :) Petter Rindforth:If not available online, I can quickly make a presentation Amr Elsadr:@Petter: Could you clarify the intent of the change here? Amr Elsadr:desirability vs. need? Lars Hoffmann:document is up - apologies for the delay Amr Elsadr:@Jim: Agree. Also, if the WG deems that there is no need for mandatory transformation, why wouldn't it be desirable? Petter Rindforth:It may be most practical to discuss it online Jim Galvin:@amr +1 Amr Elsadr:Great. And Thanks again Petter. Amr Elsadr:Not sure I understand what is meant by marking. Could this please be clarified? Peter Green ?CONAC?:@Amr?it is my understanding that marking means labeling the languages of the fields of the data elements Amr Elsadr:Roman numbers are I, II, III. 1, 2 and 3 are actually Arabic numerals. Amr Elsadr:Roman being Latin. Jim Galvin:right, thanks Amr! mea culpa Amr Elsadr:;-) Peter Green ?CONAC?:thanks Chris for clarification Sara Bockey:Agree with Amr Jim Galvin:We just need to be careful to word things consistently with existing contracts and requirements. Amr Elsadr:A registrant's email address is verified, so that registration of the domain name is not possible until the applicant verifies that the email is indeed his/hers/its. Registrars would be in violation of RAA requrierments if they do not perform this check. And it's irrespective of the language issue. Jim Galvin:In particular, not overstate, i.e., guaranteeing that a registrant is contact-able. Petter Rindforth:Yes, Amr, but that is only initially. Many then change without update - as they need to do per their contract Amr Elsadr:@Petter: Yes, but I'm still not seeing the correlation with this PDP. There is also the issue of privacy/proxy services making it more difficult to contact registrants. All issues irrespective of languages/scripts. Pascal Haddad:hello eveybody and sorry for being late Justine Chew:@Petter, not necessariily only initially. Email is also used for domain name subscription renewal notices. But I agree with Amr, the "contactability" issue is independent to transformation. Petter Rindforth:That (70) is in fact our reply to what Amr just said Amr Elsadr:@Petter: There is also an assumption here that transformation will be accurate/useful. Amr Elsadr:At some point, we will need to rework the language in the recommendations of the final report (based on these discussions). Petter Rindforth:Agree Amr Elsadr:Can the doc on the screen be desynched? Justine Chew:Cheers Sara Bockey:thank you all Pascal Haddad:Thanks Jim Galvin:bye, thanks all Amr Elsadr:Thanks all. Bye. Amr Elsadr:Recommending a policy of machine readabiltiy involves technical structure of the database, and display capabilities of whois search services. Right? Jim Galvin:@amr - machine readability is about the structure of the data in transit - eg using XML Amr Elsadr:I'm not saying it's a bad idea, just that it warrants more discussion before being a PDP WG recommendation. Jim Galvin:display can then do what they want and third party applications can do what they want. this is the point of the WEIRDS work, the reaplcement for WHOIS Jim Galvin:third party apps include transformation Amr Elsadr:They need to be within the recommendations, just mandated to another PDP.
