Alan,

Regarding the request to council, I cannot do that for 2 simple reasons:
- as council liaison, I can go with a query to GNSO council if the EPDP
team requests me to do that. I don't think that is the case since there is
no agreement on this query.
- I sent the last PCR (Project Change Request) which is the new escalation
process introduced by PDP 3.0. I had to explain in the June council meeting
about the rationale and impact of the extension. The approval of PCR was
not easy and it was made pretty clear there is no more extension after 31st
july. I don't believe that insisting on asking for another extension is
respectful or useful of GNSO council time. Before responding to the request
about the minority statement, I also discussed with the rest of GNSO
council leadership team Keith and Pam for a sanity check and they agreed
with my proposal and reiterated that 31st July is the deadline for the
final report.

I think we have a clear and workable path to accommodate for the minority
statement submission. We will go with the option to update the final report
with newly submitted minority statements. The deadline for final report
delivery stands. Again I urge groups to submit their minority statements
asap.

Best,

Rafik
