<b>redouble</b> its efforts to achieve full consensus as we move into Phase 2" (emphasis added). While achieving full consensus is course the most desirable outcome, I believe most participants in this EPDP have acted in good faith throughout Phase 1 to achieve
full consensus and have put aside their own strongly-held objections in order to see this happen. Sure, not everyone did - no need to name anyone. But for the vast majority of our 29 recommendations that were developed in a mere seven months, that did happen.
