<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#1F497D">Since the whole exercise was predicated on the need to bring Whois into compliance with law, and there were many debates and ambiguities regarding what the law
said or the degree to which different proposals complied, I think legal advice was absolutely necessary, and should have been introduced much earlier into the process.

council should prepare for it well in advance. Working on charter was an important stage of the work which the council should pay attention to. The workload was way too much.<o:p></o:p></p>
