EPDP Team anticipates that this will work in a certain way, but this is based on certain assumptions which may be right, wrong or evolve over time. Recommendations should capture idea of evolution and improvements that do not require changes to the policy. For example, response time – maybe response time is impossible due to number of requests received. How can that be addressed if there is no mechanism but a PDP or contractual negotiations?
