Hello Phil and all,

Thanks for the opportunity to clarify the various "live" issues are
surrounding protections for IGOs (international governmental organizations)
and INGOs (international non-governmental organizations). The short answer
to Phil¹s question is, thankfully, no ­ the Working Group that the proposed
GNSO Council resolution makes reference to is not this WG but, rather, the
original PDP WG that between October 2012 and November 2013 produced
consensus recommendations on a number of possible top and second level
protections for IGOs and INGOs.

One noteworthy point for this new WG that you¹ve volunteered for is that (as
some of you know) the basis for our work actually stems from one of the
consensus recommendations of that original PDP WG. This is the question of
dispute resolution, at the second level, for IGOs and INGOs ­ viz.  should
the existing UDRP and/or URS be amended to more fully accommodate the
particular circumstances and needs of these types of organizations, or
should a separate, specific procedure be developed for their use (if at
all)? The original PDP WG had reached consensus that this question should be
explored further, first through an Issue Report and then, if voted for by
the GNSO Council, through a separate PDP. Our WG is a direct result
therefore of the GNSO Council¹s accepting that original recommendation,
calling for an Issue Report (published in March 2014) and then voting (in
June 2014) to initiate this PDP and create this current WG.

Returning to Phil¹s question, basically the GNSO Council¹s discussion this
Thursday will not involve the policy question that has been posed to this
WG. The Council¹s discussion will focus on other issues stemming from the
original PDP recommendations instead. As such, if the Council decides to
reconvene the original PDP WG (as called for in the draft resolution), there
may be a slight impact on our WG in terms of timing of our initial meetings
but not necessarily in terms of substance.
