have already seen a near-final version of this document, which in its final form does not change the substantive points made in the version they saw. You will note that although the memo is not structured strictly as individual answers to the questions we
posed, Professor Swaine has tried to address all the specific points for which we had questions. He has also offered a few possible ideas for the Working Group to consider as we move forward with our discussions, which staff believes wasreasonable to include
in his expert advice.</font></div>
