In addition to putting together a more predictable policy implementation cycle, the Registrar Services Team is in the process of interviewing candidates for a new position within the team. This new ICANN staff member will be responsible for liaising with the ICANN Policy Team, Working Groups, and Implementation Review Teams on issues that involve the registrar community. The board approval of the 2013 RAA and related outreach and education efforts as well as resource limitations in the Registrar Services Team has caused delays in the IRTP Part C IRT meeting planning. While we appreciate that members of the community were hoping for an earlier implementation plan, I wanted to provide you with an explanation of what has been going on during this period. We are also aware that there may be concerns about keeping fresh the WG discussions and original intent. Mike is taking a much-needed vacation. I promised him I would not call or email him during the month of October, so I am not entirely sure how he is. My hope, though, is that he is relaxing and staying away from his work emails. I appreciate you taking the time to address your concerns. Our team has essentially been working at 3/5 or 4/5 capacity since February, and a few pressing items moved to the top of the to-do list, e.g., 2013 RAA outreach and 2013 RAA process implementation, at the expense of other work. That being said, Tim (and co.) have interviewed several candidates for this staff opening. Since I am unable to give you a definitive timeline of hiring dates, I will propose this: I will take on the role of facilitating group phone calls every other week (or every week, if needed) and begin the process of drafting a work plan and coordinating what needs to get done in the interim. Marika has graciously offered to assist with subject matter expertise, as I do not have the institutional and historical knowledge that Mike brought to the table. I will do my best to keep up and do what needs to get done to move this forward. I have attached a copy of Mike's proposed work plan for this project. As you will see, this will need to be updated to account for new timelines and staff assignments. I look forward to working with the group on this project.
