Apologies for having missed yesterday's meeting. With regard to the history of the decision-making methodology in the SCI charter, having been involved in the drafting of the original charter, this provision was copied/pasted from the OSC and PPSC charters which were also operating using full consensus and if I recall well (which also seems to be confirmed by the transcript), there was not much discussion in relation to this specific item at the time.

Dear SCI members,

Per the request from Ron Andruff during yesterday's meeting to see the transcript on the development of the SCI charter, the attached document covers the development of all of the sections.  On full consensus, the working group guidelines are discussed, and the decision is confirmed on page 37 to explicitly call out full consensus.  However, the full document may be of interest because of the reference it provides on the development of the charter.
