[gnso-improvem-impl-sc] SCI Meeting in Buenos Aires

i'm not sure -- there's a series of leadership-development meetings that i'm attending from Wednesday through Saturday (which is causing lots of conflicts for me on Saturday already).  i'll try, but i can't confirm.
