[Gnso-newgtld-predict] - Draft Predictability Framework

Dear Drafting Team Members,

 

Staff has taken the liberty of preparing a draft framework for predictability. While we have prepared a draft, we believe there are a lot open questions and conversations to be had to help refine this framework (some of our open questions are captured as comments in the document). Hopefully you find this draft helpful in initiating discussions.
