[Gnso-newgtld-wg-wt4] Namespace collisions

Hi all. 

During our WT4 meeting today, Cheryl mentioned that the topic currently under consideration for having a detached team looking into it is namespace collisions; in order for WT members to have a better understanding of what's involved in this topic, I've gathered reference materials from different views and moments of the reasoning that ended-up with the controlled interruption mechanism. There is no need to rush in reading the thousands of pages and seeing the hours of videos linked here, but exactly due to the volume and technical deepness of this topic I thought a head start would favor either the discussions or the decision to not engage in this topic.
