Anne,

One of the expectations from PDP leadership is to not part with GNSO bylaws and the PDP charter, and while having one or two tracks can both fit our mandate, the reasons I recall hearing to support it involve ideas that part with GNSO policy like transparency of registry services evaluation. So let's go back to basics: what could be achieved by having two tracks than having one track wouldn't achieve or would hamper ? And by saying that applicants can choose whether registry services could choose evaluation during application, at contracting and after contracting, wouldn't that be 3 tracks available ?

On the complaint matter, I will just remind I never said anything about anyone being free to file a complaint.  That was a response you imagined you would get, without any basis for such claim.
