service will be assuming that the service will be approved in determining how much it wants to bid. IF the service is refused, that could be a huge hit on the winner<o:p></o:p></p>

come in with basic services in order to get approval and then raise new services later in contracting that may not be part of evaluation but maybe should have been part of evaluation.<o:p></o:p></p>
