I agree that we should add BIG cities to the protected list and treat 
them the same as capital cities. If BIG means min. 500,000 people I 
would also agree with that. The following U.N. document uses the greater 
urban area as a basis for population size where possible (although the 
document notes that it is not always possible). According to this 
document, at the 500,000 level, we would be talking about roughly 1000 
names.
