In this case, it is being used to mean “not consistent,“ I.e.,
“inconsistent with each other” or “inconsistent with others in the same
set.” For, example “The  bread at Kayser is always good, but the soup is
inconsistent” or “The treatment of babies with diaper rash was
inconsistent.”
