<p class="MsoNormal"><span style="color:red">WT5 was there to see if there are any changes needed to the AGB in this space. There has never been any preconceived advance decision that geo terms would receive even more special rights or was there a decision
that any special rights won through consensus in the last round should the taken away. The GNSO Council left it to the WG/WT to work this out for ourselves. If there has been made a decision that extra rights for geos is a fait accompli, not only is it inconsistent
with GNSO operating procedures but it sure would have been nice to be told that up front.<o:p></o:p></span></p>

<p class="MsoNormal">(b) I am not aware of anything having been closed on the List. WT5 conclusions will have to go to the PDP and to GNSO Council, then to the Board. I have every expectation that the issue of public control over how geo names are used and

rights. While I did try find a way forward, there were just too many slippery slope tack-ons and too many voices, including the USG’s (representing 330 million people) indicating no interest. So, what is the purpose of the poll? Is it meant to revive the
