<p class="MsoNormal"><span style="color:#1F497D">In my personal capacity, I support the WT5 report, but like others it is with some regret. I had hoped we would be able to roll back some of the anti-speech, special geo rights overreach found in the 2012 AGB.
But as some have noted, there didn’t seem to be any particular appetite for compromise, only a desire for more and more restrictions on speech. We can all take some comfort that our inability to move the knob back towards free speech, as I had hoped, or
even further away from free speech, as others had hoped, may well indicate that we and our colleagues who were engaged on this topic back in 2012 reached a lasting compromise, however unhappy it might make all of us.

additional comments were submitted since the last version was sent to the list, we will proceed with a consensus call on the attached text, which is the same as the version sent on 18 October with minor formatting adjustments.</span><o:p></o:p></p>
