It demonstrates that there is nothing new under the ICANN sun. I have no recollection of Lyman's work on this. If interested, we can contract Patrick Jones. </div><div><br></div><div>During the discussion on the accreditation program for the 2012 round, I do recall a realization that an accreditation implementation might delay the whole program. But I feel sure that increasing diversity was the trumping issue. If it were thought at the time that an accreditation program would increase participation in underserved regions, then time would have been taken to implement it. Instead, the thinking was that a last minute accreditation program would actually discourage new entities because they would not be able to spin up in time to qualify. </div><div><br></div><div>Now I think the opposite is the case if we start work on this now because measures can be taken, either by existing providers, ICANN or organizations such as ISOC, to develop capabilities in different regions or markets.</div><div><br></div><div>Kurt<br><div apple-content-edited="true">
