institution for the purposes of a Community Objection, altogether removes any requirement on the part of the DRSP to find on the issue of standing to object vis a vis the ALAC. If the answer is yes, then Annex xx is necessarily complete. If the answer is no,
then Annex xx may need to be clarified to include “standing” as a ground of appeal.<o:p></o:p></p>
