yes, the ball was just lying around on the field, I guess. Your proposed 
category is indeed what I had in mind for 2).
When discussion that option, we will have to decide what to cut and I 
believe this will be a painful process. No matter where we come out in 
the end, we will lose part of our ability to assess information 
presented or opinions discussed, make decisions or inform our stakeholders.
