[Gnso-ppsai-pdp-wg] Follow-up question from yesterday's PPSAI WG Meeting

Hi Libby,

that clause is intended to allow termination of the service where we 
want to deactivate a domain name providing questionable goods or 
services but cannot with one-hundred percent accuracy say that these are 
illegel, fraudulent or otherwise problematic. As we do not conduct 
checks of content without a complaint, there usually is other grounds 
for termination as well, but this gives us an easier "out".

As the definition of commercial goes, we do not hold advertizements or 
blogs, forums, news sites, parking sites, etc. as commercial use, only 
the actual provision of goods and services, i.e. an online shop or a 
service portal, i.e. registered businesses.
