P/P services to any entity, including commercial ones, so long as the rules
apply across the board

that the answer to the threshold question should be "no."   

  Tim Ruiz:Speaking for myself, the answer to the threshold question should
be No.

  Kathy K:And the NCSG's position on the threshold question, as stated in
our submission is also 'no." 

  Carlton Samuels:@Stephanie: +1, this is the situation in  some common law
jurisdictions. IOn can be a sole proprietor  trading in your own name
