I am sorry to share that the language Chris introduced, and that the
WG accepted, does not appear to have made it into the final version
despite circulation of this language. I trust we can correct this,
and I am working on line edits. I also support Holly's changes. <br>

formatting/spacing issues in the attached. However, the
co-chairs thought it would be useful for everyone to get to see
all the changes that have been made to the Final Report in a
single document prior to the deadline later today.</div>
