In that situation, the lawyer is the client - the registrant - a very different situation than when both the originating and receiving registrars are accredited and P/P providers and covered by the same rules. We just need to work through what rules should be in place so that a beneficial registrant can transfer from one accredited P/P provider to another accredited P/P provider (provided by a different registrar) because in both cases, there are requirements on registrars relating to collecting and checking on the accuracy of the Whois data.
