[gnso-rds-pdp-wg] Final Problem Statement

Following last week’s RDS PDP WG meeting, please find attached the final text of the problem statement. This final text will be posted here: https://community.icann.org/x/rACbAw. As a reminder, this problem statement is meant as a tool to aid in discussion, consistent with but not a constraint on the Working Group and its Charter.
