[gnso-rds-pdp-wg] key concepts: say "contact data" when that is what we mean

Well, there are ccTLD registries out there that publish next to no 
registrant information. For example nic.io only publishes a handle like 
NIC-123456 for all registration contacts.

Who is to say that is not the better solution?

Note that this only means no data is published. the data is still held 
and stored by the registry.
