As I mentioned on the call this afternoon, during the work we did in the EWG we tried to identify all *possible* uses of whois data and grouped it into two broad buckets:
- legitimate
- illegitimate

So spammers and other scummy activity were included alright, though we would obviously have shoved them into the “illegitimate” bucket.
