One “could” but it’s not a given that this will happen
Also the data that is presented might not be the same.
In the EWG report we discussed the concept of “gated” and “non-gated” access, so depending on how things are decided a port 43 service could end up with a much smaller amount of data - check the whois for any .eu domain, for example.

Bear in mind a lot of “people” use the current whois for a ton of weird and wonderful things at present. Not all evil, not all good.
