[gnso-rds-pdp-wg] Possible Requirements in Stephanie Perrin EWG Dissent

Hello all,
In Helsinki I offered to extract possible requirements from Stephanie Perrin’s dissenting report dated 24 June 2014 in relation to the Final Report of the EWG. In this
document, the author puts forward the following recommendations: * ICANN, in its monopoly administration of a public resource, has a
   responsibility to set standards on an ethical basis and based on sound best
   practice.
 * A privacy policy must be developed to govern the RDS. This must be inclusive
   of the collection instrument, as set out in the 2013 RAA, and the escrow
   requirements. The privacy policy must be accompanied by meaningful
   enforcement mechanisms.
 * The legal contact information of individuals and of organisations who wish to
   protect their private data must be gated.
 * Consent needs to be meaningful, specific, explicit, and for legitimate
   purposes. A blanket consent which would see an actor voluntarily surrender
   any privacy protections which they are entitled to under local laws would not
   meet this requirement.
