[gnso-rds-pdp-wg] Triaged Draft 3 of Possible Requirements

Thank you for preparing this document, Lisa and Susan.
In the key, I would like to suggest that “Ax” be changed from “data geographical
locations” to “legal jurisdiction of data”. In addition, I would also like to
suggest that we add the following four categories to aid in classifying the
possible requirements: * technical requirement (in order for DNS to function)
 * Internet invariant
 * may cause harm or have other negative impact
 * outside ICANN or WG remit
 * likely illegal.

Once these have keys, I will tag the possible requirements accordingly. In the
meantime, I would like to suggest that we change possible requirements
[PR-D01-R06], [PR-D13-R01], [PR-D21-R04], and [PR-D21-R05] so that they are
considered in phase 1 of our work please.

In this Triaged Draft 3, you will find all of the same possible requirements as
previously published in Draft 3. However, the 5 fundamental question sections
have been placed into a grid format which identifies:



· the possible requirement for WG deliberation,

· any pre-requisites or dependencies contained in that possible requirement,

· whether the possible requirement falls into Phase 1, 2, or 3 as defined in the
WG Charter, and

· an initial grouping of similar requirements (defined in a Key below the grid).



These initial phase and group assignments were drafted by Susan and myself as a
starting point for refinement by the WG during deliberation. In addition, a
partial first pass has been made on inter-dependencies – this column should be
fleshed out by the WG as deliberation proceeds and possible requirements and
their inter-dependencies become clearer.



In parallel with WG review of the Triaged Draft 3, staff will prepare a corresponding set of spreadsheets to facilitate possible requirement
filtering by Phase and Group. Staff will also append the additional possible
requirements that have been submitted by WG members and gathered at Helsinki
since the initial publication of Draft 3. Additions to be included in Draft 4
are briefly summarized on the last page of the attached document and also on the
Task 8 Sign-Up Sheet.
