Huh? I thought that was plain english in common usage. It was made 
without reference to any actual nocturnal occurrence. If it makes you 
uncomfortable I will refrain from using it in your presence henceforth.

Please find my rephased sentence below:

I believe it is our main job here to improve the existing whois on the 
basis of the suggestions of the EWG, not to bring joy to every dictator 
and secret service agent. My red line is the protection of individual 
freedoms on the basis of legal requirements and common sense.

I also exchanged "goon" for agent as not to imply anything about those 
in the employ of secret services.
