[gnso-rds-pdp-wg] Draft early outreach message for WG review

Thanks Marika,

Probably we can do both.  Previously there was a challenge of getting
feedback when documents were circulated and the best way feedback was got
was through the forms. A statement was given then a response was incited.
Like;

Do you agree? Yes/No
If No, why don't you agree?
If Yes, please justify your yes.

I think this enables user feedback and this is what we are looking for.

It will also allow critic from the word document itself.
