This seems to miss some important interests in the discussion, such is
the public interest in being able to exercise the legal system in the
event someone's registration appears to be contravening some legal
framework or the public interest in being able to contact someone if
something under their control is causing problems to other Internet
users.  The upper levels of the DNS, at the very least, are a shared
resource and therefore there accrue some responsibilities to people
who want to register names in the DNS there.  It is not only
registrant protection we are talking about.
