[gnso-rds-pdp-wg] SOI Update

Note that I updated my GNSO Statement of Interest to reflect my retirement
as a Verisign employee effective 1 July 2017.  As a result, I am no longer a
delegate in the RySG for Verisign.  Also, I plan to enter into a part-time
consulting a agreement with Verisign to continue chairing the RDS PDP WG in
the near term.  My SOI can be found at
