This would lead to horrible policies as each policy would have to carry 
with it a definition dictionary that would potentially be inconsistent 
with that of other policies. So in one policy term X would mean A while 
in another it would mean B. This has the potential to quickly become 
unworkable. Best stick to existing definitions developed by previous 
groups and use different terms if we find that definition does not fit 
our purpose.

TL;DR: Just because we _can_ redefine any term to mean what we want does 
not mean that we _should_.
