Sivasubramanian,

Whois data elements required by ICANN are contained in registry and registrar agreements for gTLDs. There are basically two kinds of gTLD registry agreements: thin and thick although there are a few variations for some specialized gTLDs. I think most registrars have signed on to the 2013 Registrar Accreditation Agreement (RAA) but there may be a few that have not done so yet. Agreements can be found on the ICANN website. Information about any additional elements collected by registries or registrars should be able to be found by going to individual registar/registry sites.

I am not aware of any site describing what resellers require if different than what registrar’s require but maybe someone else is

There are a multitude of documents that relate to Whois requirements and WG recommendations discussed over the years. If you search the long list of resources identified by this WG, you should be able to find information you are seeking.

Is there a comparitive table of data fields required by icann, variations of what the major Registries require from Registrars, what Registrars actually collect, and what Resellers additionally require?

And, what was it that has traditionally been the Registration data required by ICANN? What (data fields) have been recommended by the who's working group(s) over various points if time and accepted? Has RDP sought any changes over what is collected and recommended, and if so what fields sought to be added or dropped?

A table, however complex would be of help.
