I highly doubt that 'whois' will ever be irrelevant.  While 'whois' 
adoption and compliance may have a rocky adoption with some of the 
'escape' clauses that some providers use.. eg.. "Sorry, we can't do 
whois because of European privacy laws", those that adopt that stance 
will also find that their access and privileges may be impacted.

Customers that want to be able to email the community at large for 
instance, may find that this is only possible by being transparent.

Just take a look at the huge problem happening with spammers and other 
even worse actors who get to set up non-transparent services on the 
Content Delivery Networks (CDN).

Many of these 'non-transparent' sources are being routinely blocked, 
flagged already..

When things reach an untenable situation, you can expect drastic 
responses.. And just like we now almost universally insist on things 
like reverse DNS before we accept connections to a lot of services, 
accurate whois and rwhois requirements are just around the corner.
