Thanks Chuck, so these are systems over which  ICANN has no contractual 
control beyond the RA?  IN the case of the registrars, I have noted that 
the provisions of the agreement dealing with data retention reach into 
areas of registrant data over which ICANN really should not have 
control, IMHO, such as IP address used in relations with the Registrar, 
and financial details (section 3.4 of the RAA).  I believe that various 
communications from the data commissioners over this data retention, 
(eg. Kohnstamm to Crocker and Chehade, 2013-2014, Hustinx to Jeffrey 
2014) tend to support this view as well.  Clearly if this section forms 
part of the contract, ICANN has decided that it *does* exercise control 
over the collection, use and disclosure of the Registrars' client 
records, so at the risk of slowing us down, I do think it is useful to 
consider exactly how separate these various data collections are.  I 
think it is quite relevant to the discussion of whether an optional 
field has to be filled if data exists [somewhere].

I do understand that these requirements tend to respond to the Law 
Enforcement Recommended RAA Amendments and ICANN Due Diligence, a 
remarkable document in itself. (this document appears to be a 2010 
document, doubtless a key input to the 2013 RAA.....)
