Spamming by ICANN accredited registrars should be reported to ICANN. 
Resellers however are not usually accredited.

And I agree that there are threats other than spam, and there is great 
work being done to contain it. But not at the cost of violating the 
rights of the 99% of innocent registrants who will get abused if the 
wrong parties can access their data.
