I didn’t read the NTIA letter as endorsing rfc 8078 or the currently stalled operator to rrr draft. Although they mention DNSSEC in a prior sentence their suggestion is in fact to allow non Registrars to update NS and MX records. That brings us to the difference between domain control and domain ownership. One could make an argument to update DNSSEC material at the parent based purely on what one observes at the child, although I've heard cogent arguments against this from some registrars. But changing the delegation of a domain name should require a much clearer demonstration of ownership than simply the ability to update DNS records at the child. If there were going to be entities which could make these changes, they would need to prove quite clearly that the registrant had authorised them. If they weren’t registrars, any checks put in place to protect registrants from unscrupulous behaviours would make these entities look a lot like registrars.

I'm not really sure what the NTIA meant about updating MX records at the registry.
