The ecosystem of the Internet and the multistakeholder community is much bigger than the "domain name industry" (which in turn is supported by businesses, consumers, people and other institutions). The "domain name industry" has a trade association (the DNA); ICANN is not that. I have a great deal of respect for the part that the "domain name industry" plays in the internet ecosystem. Adding to what Steve writes: a great deal of the Internet trust model is based on Certification Authorities (“CAs”, like Symantec, Comodo, DigiCert, Entrust, GlobalSign, and others), who rely on WHOIS data as one of the first sources of data that attests to “who is this site I am working with, and how do I know that to be true”. Any changes to WHOIS must take into account these other “contracted parties”.<br>
