<p>I tend to agree. But OTOH, merely outlining a use case, whether
currently existing or edesirable does not mean that this use case
can or should be accomodated down the road. In other industries,
the same actors want access to the same sets of data, yet it is
not publicly available and requires them to obtain a court order
to access. We may want to analyse at some point down the road, why
that is the case and whether this may be the better template for
us to follow.</p>

data based on all the ways people want to use it. The discussion
is always, first and foremost, about how you have to Limit the
Availability of personal and sensitive data for secondary uses
consistent with national law (of the company) and the national
laws of the citizens (whose data is being collected).</p>
