Still uses of WHOIS that go back to that origin, but use cases have shown that is not the only use anymore. Making this assertion is just kicking the can down the road - RDS is just a mechanism to support the purpose. Security of the internet is a goal. A purpose statement should give us the reason why certain things tangentially connect to that goal.
