Requiring a purpose does not necessarily mean making data non-public. Think for example about web-sites by liquor companies asking to click a box that you meet the legal age to access the web-site (which is not verified in any other way). Every field currently
in WHOIS has a purpose. <o:p></o:p></span></p>
