<font size=4>I am sorry not to be able to send this to the list, the UNI
email system is still down....but the EDPS (you will remember Buttarelli
who came to Copenhagen) has released this toolkit for assessing
necessity. It is scoped for legislation (because of his role and mandate
within the EU) but it also applies to policy in multistakeholder
organizations, I would suggest. Perhaps we could add it to our
roster of documents? I will prepare a summary once I am past my
current deadline crisis....<br>
