From matt.ashtiani at icann.org Wed Sep 3 01:52:39 2014 From: matt.ashtiani at icann.org (Matt Ashtiani) Date: Wed, 3 Sep 2014 01:52:39 +0000 Subject: [gnso-review-dt] UPDATE: 360 Assessment Message-ID: Dear All, CALL TO ACTION Please be sure to participate in the 360 Assessment and make your voice heard! If you have already participated, please encourage others to do so. Please note, the survey is now available in all UN Languages. RECENT AND UPCOMING OUTREACH ACTIVITIES As we continue our efforts to ensure that a diverse and representative group of people take the survey, the following outreach activities have occurred or are in planning: * We continue to tweet regularly in all UN languages; * All Policy Staff leads have been contacted and asked if their respective groups would like an update on the Review during the Los Angeles meeting. Presently, three groups would like an update on the Review while in Los Angeles (At-Large, ISPCP, RrSG), but others are in communication; * An official announcement will be sent out 3-Sep-2014 noting the Review extension; and * A blog by Jennifer Wolfe will be posted to the ICANN website next week. If there are any additional outreach efforts that the Working Party would like to engage in, please let me know and I will be happy to follow up. CURRENT SURVEY PROGRESS Please find attached some charts regarding the progress of the 360 Assessment. The following analysis has been provided by Westlake. * The current response numbers are 81 questionnaires started and 41 completed. Last week, 72 questionnaires were started and 38 were completed. * About one third of the responses have been from people self-selected as being affiliated with the GNSO. 20% of responses have a mark of no affiliation, the others are distributed among ALAC, Board, ccNSO, Fellowship, SSAC, and Staff. * To date, only approximately 4 Working Party members have completed the survey. I do not know whether I will be able to call in for our meeting this week or not because I have a conflicting meeting at the IGF in Istanbul. In case I cannot, here is some initial feedback in advance: 1. I am not sure it would be a good idea to initiate this supplemental survey in parallel with the initial survey; I think that may be asking too much of community members and may also reduce the participation in both surveys. I personally think it would be better to initiate the WG survey after the main survey period ends. I am curious what others think. 2. For item 4, I suggest that a drop down box that includes all of the past and current WGs be added. It may be okay to limit past WGs to those that were done using the current WG model and then having and other box if anyone wants to comment on an older one. 3. Most of the questions are worded in the present tense; that works fine for a WG that is still operating but it doesn't work very well for past WGs. I suggest we do what was done for item 9: "is (was)" as applicable for all the questions. Thanks to all for getting this started so quickly. Only 7 of the 20 members of our Working Party have completed the survey to date. If you have not completed the survey, please complete it as soon as possible. I have dropped in below the link to the survey. I know all of you are very busy, but also very knowledgeable of ICANN and it really doesn't take that long to complete the survey. This is also a great opportunity to provide your feedback to the Assessment team and ensure your specific ideas, concerns or voice is heard. Westlake will provide updates on statistics on survey responses tomorrow and if your constituency or stakeholder group is not fully represented, we encourage you to reach out to them directly and encourage participation. I appreciate your time and commitment to the Review Process and look forward to your continuing feedback and input to ensure we receive meaningful data to evaluate in continuing to improve the GNSO. The bars represent the total completed questionnaires in each category as at the date in question, which is 16 Sep for the purple ones. The underlying spreadsheet looks like this: I count a questionnaire as completed if the respondent has got as far as Qs11-13, which is the last page of general questions that are mandatory to answer. I count it under the GNSO Council if the respondent had answered the questions on that page (mostly mandatory if you enter the page at all). I treat the constituencies and stakeholder groups in the same way. Please note constituency numbers are not consolidated into the stakeholder groups; numbers for each SG represent people who were asked to answer questions about the SG specifically, knowing that they would have a separate opportunity to comment on constituencies. I hope this clarifies! Kind regards Colin Colin Jackson colin at westlakegovernance.com +64 21 393 685 skype:colinjackson -------------- next part -------------- An HTML attachment was scrubbed... Maybe we could do that on the WG survey. > > Chuck > > From: Colin Jackson [mailto:colin at westlakegovernance.com] > Sent: Wednesday, September 17, 2014 4:49 PM > To: Gomes, Chuck > Cc: gnso-review-dt at icann.org > Subject: Re: [gnso-review-dt] RE: Only 7 of 20 members of this Working Party have completed the 360 survey > > Chuck > > To answer your question: > > Do the purple bars in the first chart represent the total completed as of 16 September or just those completed since last tabulated? > > It is hard to tell without seeing the numbers, but looking at the CSG bars and comparing them to the three constituencies that make up the CSG, the chart does not look correct. If the bars for the BC, IPC and ISPs are added, it appears that the bars for the CSG should be much higher. Am I misinterpreting something here? > > [cid:image001.png at 01CFD298.5A6C1B50] > The bars represent the total completed questionnaires in each category as at the date in question, which is 16 Sep for the purple ones. > > Kind regards > > Colin > > > > > Colin Jackson > > colin at westlakegovernance.com > +64 21 393 685 > skype:colinjackson > > > From nathalie.peregrine at icann.org Thu Sep 18 15:46:27 2014 From: nathalie.peregrine at icann.org (Nathalie Peregrine) Date: Thu, 18 Sep 2014 15:46:27 +0000 Subject: [gnso-review-dt] MP3 recording GNSO Review Working Party teleconference Thursday 18 September 2014 1400 UTC Message-ID: <84f951ed7d1f47b98440c881bdadc6b9@PMBX112-W1-CA-1.PEXCH112.ICANN.ORG> Dear All, Please find the MP3 recording of the GNSO Review Working Party teleconference held on Tuesday 18 September 2014 at 1400 UTC at: http://audio.icann.org/gnso/gnso-review-20140918-en.mp3 On page: http://gnso.icann.org/en/group-activities/calendar#september The recordings and transcriptions of the calls are posted on the GNSO Master Calendar page: http://gnso.icann.org/calendar/ Attendees: Jennifer Wolfe Wolf Ullrich Knoben Ron Andruff Chuck Gomes Avri Doria David Maher Guest speaker: Richard Westlake & Colin Jackson Apologies: none ICANN Staff: Marika Konings Larisa Gurnick Lars Hoffman Matt Ashtiani Glen de St Gery Nathalie Peregrine ** Please let me know if your name has been left off the list ** Thank you. We need meaningful data than we have now. Ron A:Closing now would be a lost opportunity. Ron A:As Colin says, too little data provides no output. Avri Doria:i like the idea of encouraging everyone to do it during the ICANN mtg. I think we need meeting PR to keep reminding and convincing people. Ron A:+1 Avri Richard Westlake:For further information: we still have zero responses through the non-English versions of the 360 Colin Jackson:I'd like to amplify Richard's previous point -we have feedback to date that the GNSO is hard to understand or follow if English is not your first language, and no responses at all from people in other languages Colin Jackson:This means that we have no idea whether GNSO is purely an NA/EU "club" - to put it crudely - that is a pssible inference but we need more input. Or, non English as mother tongue speakers may be quite happy. We can;t draw any conclusion at the moment Avri Doria:point on note, on the GAc, we have a specific qquestionnaier they are doing now., a) it is hard to get them to even do that one. b) i can tell them about this one in our next joint meeting. c) maybe getting that data into the data collection of this review group would be useful. Avri Doria:this is a specific gac-gnso process questionnarie for GAC memebrs. Chuck Gomes:I think it would be helpful to interview the chairs of WGs as well as a sampling of WG participants Colin Jackson:@chuck agreed :) Avri Doria:in today's world, most of us assume we are being recorded. No? Avri Doria:though i accept that Westlake's approach is the right one. Richard Westlake:Yes, we would do a brief 'pre-qualification' Avri Doria:is that the same time as the SG open slot? Ron A:Understood Marika. Thanks! Avri Doria:thanks. was curious. i think i will have to do te SG mtg. Ron A:Thanks all. Matt is completely right in what he says below. We regard a survey as complete if they have got to the last page of mandatory questions (Qs 11-13), which occurs right before the page about the GNSO Council. All pages after this may be skipped or contain optional questions. In practice, many of the incomplete survey respondents have done very little as you can see from the chart below: [cid:image001.png at 01CFD7DD.CDD81B30] Regarding the distinction between 132 and 133 this will be due to someone starting while I was in the process of interrogating the survey tool in the different ways necessary to provide the charts. Please submit your suggestions by responding to this email by EOB Monday 29 September. - Gain understanding of how the Working Group model is working, as compared to prior model. [Chuck Gomes] The following in my recollection have been involved in policy development groups before and after the current model was implemented: Greg Shatan (IPC), Avri Doria (NGPC), James Bladel (RrSG), Alan Greenberg (ALAC), J. Scott Evans (BC), Cheryl Langdon-Orr (ALAC), Jeff Neuman (RySG), David Maher (RySG) - Gain perspectives from groups that are typically under-represented (geography, etc.). [Chuck Gomes] Edmon Chung (RySG) from Asia; Amr Elsadr (NCSG) from the Middle East; Olevie Kouami (NPOC) from Africa; Lanre Ajayi (former NomCom appointee to the GNSO Council) from Africa. - Gain perspectives from individuals that are relative "newcomers". [Chuck Gomes] Jonathan Frost (RySG), Michael Graham (IPC), Olevie Kouami (NPOC), Stephanie Perrin (NCUC), Nic Steinbach (RySG). - Gain insights on how previous review's recommendations have been operationalized. [Chuck Gomes] Bruce Tonkin (ICANN Board) chaired most of the new gTLD PDP WG and has been on the Board during the many years of implementation work; Avri Doria (NCSG) chaired the last few months of the new gTLD PDP WG and has remained active for all of the implementation work; Jeff Neuman (RySG) chaired and participated in a lot of WGs that have been operationalized. [Chuck Gomes] In addition to the above I would also strongly recommend that the following be interviewed: Thomas Rickert (NomCom appointee to the Council) chaired the IGO-INGO WG; Mikey O'Connor chaired lots of working groups and is no longer active in the community so he would bring a unique perspective. The team is assembling a list of potential interview candidates from 360 Assessment responders as well as other research, to ensure that they collect representative, diverse and fulsome information within the limited time available. Please note that Westlake has finite resources for the interviews, and not every suggested individual may end up being interviewed. Westlake will provide a list of interviewees and the reason for their selection, as part of their report.
